WAJIBU - Institute of Public Accountability (WAJIBU) is a reputable and credible think-tank organisation established since 2015 registered as a company limited by guarantee under the Companies Act, 2002, with registration number 114341. Following amendments of the Companies Act in 2019 and the Non-Governmental Organisations Act, 2002, WAJIBU was re-registered under NGO Act No. 24 of 2002 with registration No. 00056. WAJIBU is also registered in Zanzibar under the Business Entity Registration Act No. 12 of 2012 with registration No. Z0000218312.
WAJIBU exists to foster an environment that promotes Public Financial Accountability (PFA) and good governance in Tanzania. It was founded to address growing concerns over corruption, public financial mismanagement, and low public awareness on Public Financial Management (PFM) issues.
In achieving its Vision and Mission, WAJIBU focuses on four Strategic Objectives:
1. To Strengthen Capacity of Accountability actors in improving Public Financial Transparency, Accountability and Anti-Corruption Initiatives.
2: To Enhance Equitable, Transparent, and Accountable Trade Policies and innovative tax policies for Inclusive Economic Growth.
3: To enhance Institutional Mechanisms for Civic Engagement in Sustainable Public Procurement.
4: Enhanced Technical and Financial Resilience of WAJIBU

WAJIBU’s Strategic Plan focuses on advancing Public Financial Accountability (PFA) through a comprehensive Theory of Change that guides the organization’s advocacy, research, and engagement efforts. This approach supports the achievement of meaningful policy and governance outcomes by strengthening transparency, accountability, and inclusive participation in economic and public financial systems.
The strategy is anchored in key strategic objectives that guide WAJIBU’s programs and Annual Operational Plans. These objectives ensure the delivery of impactful initiatives that strengthen accountability actors, promote equitable economic policies, and enhance sustainable management of public resources.
Through this framework, WAJIBU addresses governance and economic policy challenges in Tanzania Mainland and Zanzibar by promoting transparent public financial management, equitable trade and tax policies, and stronger institutional mechanisms for civic engagement in sustainable public procurement.
Driving Change Since 2015
Since its establishment in 2015 as a think-tank institution, WAJIBU has been fostering good governance principles of transparency and accountability in the collection and use of public resources in Tanzania. WAJIBU has engaged various strategic stakeholders including citizens' led PETs/SAM Committees; youth from 9 Higher Learning Institutions; Government Officials from (MoEST, PO-RALG, MoF, NAOT, PPRA, PCCB), Parliamentary Oversight Committees (PAC, LAAC, PIC); the Parliamentary Budget Office; Elected Representatives (Member of Parliaments, Councillors); and media houses.
