WAJIBU and Policy Forum Secure Norway Support for Digital Accountability

WAJIBU – Institute of Public Accountability and Policy Forum (PF) have signed a grant agreement with the Royal Norwegian Embassy in Tanzania to implement the Wajibika Kidigitali project from July 2026 to December 2027. The initiative will strengthen transparency, public financial accountability, and citizen participation, with implementation focused in Morogoro and Mtwara regions.

Policy Forum (PF) and WAJIBU – Institute of Public Accountability have signed a grant agreement with the Royal Norwegian Embassy in Tanzania to implement the Wajibika Kidigitali project from July 2026 to December 2027. The initiative will strengthen transparency, public financial accountability, and citizen participation, with implementation focused in Morogoro and Mtwara regions.

Under the agreement, the Government of Norway will provide NOK 7 million (approximately TZS 1.84 billion) to support the project. The funding will help empower citizens to access and use public financial information to promote accountability and improve public service delivery.

Wajibika Kidigitali Project will leverage digital platforms alongside community engagement to make public financial information more accessible and actionable, particularly for women, youth, and persons with disabilities. It will also strengthen citizen oversight through community accountability initiatives and public dialogues while fostering collaboration among civil society organisations, government institutions, oversight bodies, academia, and the media.

Speaking during the grant agreement signing ceremony, H.E. Tone Tinnes, Ambassador of Norway to Tanzania, underscored the importance of accountable institutions and active citizen participation in achieving sustainable development.

"Accountable institutions and informed citizens are essential for sustainable development. These principles are central to SDG 16 and support peaceful, just, and inclusive societies," she said.

Policy Forum Executive Director Semkae Kilonzo said the partnership represents an important investment in bringing accountability closer to citizens through digital innovation.

"Wajibika Kidigitali is about taking accountability closer to communities and putting useful public financial information into the hands of citizens. With support from the Government of Norway and through our partnership with WAJIBU – Institute of Public Accountability, we aim to strengthen grassroots voices, support community-led oversight, and contribute to better public service delivery across Tanzania."

The project seeks to improve citizens' access to public information while creating stronger opportunities for participation in governance and oversight. By combining digital tools with community engagement, the Wajibika Kidigitali Project will enable citizens to monitor the use of public resources, engage constructively with duty bearers, and contribute to more transparent and accountable governance.

The signing of the grant agreement marks an important milestone in the longstanding collaboration between the Government of Norway, Policy Forum, and WAJIBU to promote transparency, accountability, and inclusive democratic governance in Tanzania. Through this partnership, PF and WAJIBU reaffirm their shared commitment to ensuring that citizens have the information, digital tools, and platforms they need to actively participate in governance and hold public institutions accountable.

WAJIBU and Policy Forum, with funding from the European Union, are implementing a two year governance project (2025 - 2027) to enhance transparency, accountability and citizen participation in public financial governance across Tanzania. As part of this initiative, we invite passionate journalists to join the Public Financial Governance Program to sharpen their skills in investigating, analyzing and reporting on financial governance, resource mobilization and corruption.
